Manager, Environmental, Health & Safety

Department: Fragrance Mfg- Production Admin
Location: Harriman, NY, United States

Job Functions

  • Directs policies to provide a safe and healthful atmosphere within the workplace while complying with all federal, state, and local environmental, health and safety regulations as well as satisfying the requirements deemed appropriate by the facility based on the needs and expectations of other interested parties.
  • Responsible for implementing ISO 14001 and ISO 45001 at the Harriman location. In so doing, ensures compliance with all EH&S programs as required by TAKASAGO.
  • Advises management on the cost and effectiveness of EH&S programs.
  • Evaluates current equipment, products, facilities, or processes and those planned for future use. Develops and implements new Equipment/ Process safety review SOP. Insures employee training is conducted on operation of new equipment or processes. Inspects machines and tests for faults. Removes defective equipment.
  • Facilitates Monthly Employee Safety Committee meetings. Conducts safety orientation training for new employees. Provides training on new regulations.
  • Manages On-Site Medical Response Teams and Spill Control teams. Recruits new members, develops incentive programs, conducts drills.
  • Governs the IIT (Incident Investigation Team) in review of all incidents. Determines when an incident rises to the level of a Non-Conformance. Drives the Incident RCA (Root Cause Analysis) process to develop meaningful CARís (Corrective Action Requests) and ensures completions including validation and verification when required. Reviews incident data to uncover patterns in injury / incident data.
  • Trains employees how to recognize hazards and develops methods to predict hazards.
  • Makes periodic, scheduled inspections of all facility and reports findings to Management.
  • Ensures proper storage of all hazardous material consist with all local, OSHA and or EPA regulations.
  • Coordinates safe movement of hazardous materials within the plant.
  • Coordinates the physical segregation, storage and ultimate disposal of all hazardous materials consistent with sound Takasago safety policies and procedures.
  • Coordinate with Corporate EHS Office as needed when changes to permits are required based on business need.
  • Act as an advisor to the site management team with regard to EH&S requirements of all new proposed capital equipment additions.
  • Serves as liaison with insurance carriers for all issues related to employee or facility safety. Promotes activities which will lower insurance premiums and workers' compensation payments.
  • Reviews effectiveness of plant evacuation procedures and coordinates with BCP (Business Contingency Plan) managers to insure robustness of the system.
  • Ensures that mandatory OSHA records are properly maintained and submits all required reports to OSHA. Monitors applicable changes in OSHA regulations, reports to management. Modifies existing programs or designs and implements new programs as appropriate. Informs management of areas not in compliance with State and Federal laws or employer policies. Applies and maintains OSHA required signage.
  • Conducts all required training either in person or with aid of LMS, consultants or other subject matter experts as required. Ensures all training is completed on time and documented properly.
  • Conducts risk assessments as required to determine requirements for area and job specific processes and tasks including fall, personal protective equipment, respiratory, etc.
  • Maintains familiarity with current NFPA codes. Arranges facility tours by local first-responder fire departments. Conducts regular fire drills at facility, reports results to Management.
  • Advises workers on proper lifting techniques and reviews all manual work processes for possible improvement.
  • Expected to work autonomously with minimal supervision.

Educational Qualifications: Bachelorís degree in Occupational Safety and Health, Environmental Science, or related field preferred.

Experience: Minimum 2 yearsí experience in worker health and safety in a manufacturing environment.

Competencies: SAP a plus, Experience with Microsoft Office suite of Products (Word, Excel, PowerPoint, Outlook) necessary. Excellent skills in written and oral communications. Excellent organizational and leadership skills. Good analytical/critical thinking.

Physical Demands: Primary tasks to be performed office, meeting and training room environments. Infrequent, extended periods of time (e.g., > 4, < 8 hours) may be spent in laboratory, production and warehouse environments, involving standing, stooping and walking. Occasional visits to non-climate-controlled environments are possible. Individual must be capable of lifting and/or moving 20lbs.
